Alarm Aggregation

Alarm aggregation helps manage large quantities of alarms while retaining clarity of the system state. This is done by aggregating multiple alarms into a single meta-alarm (or alarm collection) that will represent the group. Collections can be based on different categories (e.g., alarm severity, affected resource) or more complex logic (e.g., causes & impact, importance). Support for this feature will require the ability to expand each such collection when needed into its components, with the relevant APIs to support this.
