Document veefire with Sphinx

The veefire documentation will use Sphinx ( http://sphinx.pocoo.org/ ), like the official Python Documentation. Therefore, modules, functions, classes, database and settings must be documented with reStructuredText (reST). This means examples and explanations in addition to the API. Hopefully, this will make it easier to add backends, features etc.
