Associate .vbd files with Vocab Editor. Editor will need to accept the database as an argument. Desktop files, links (windows), etc. will need to pass the selected database to the editor.

Implemented loading database from command line and built the file association code into the Windows installer. Will not be implementing on Linux at this time. Separate Blueprint or Bug to be filed if going to go ahead with feature in Linux.
