Migrate to GConf for User Preferences

Currently, Vocab Builder stores user preferences in an 'ini' style file. While it allows for users to manually edit it easily, this isn't really a feature because all preferences are easily changed from within Vocab Builder. Also, preferences should be added to Vocab Editor and using GConf should be easier to maintain.
