Client-side import/exporting of maps

The mapper should be able to export a given area (for uploading onto a server), and import one (updated area from the server) on the fly, without needing any restarts or reloading the whole map.

The mapper can do both right now, import and export areas. However the technical design still needs to be thought over - what should happen in extreme cases and such.
