We should allow a user to customise the behaviour of Vagrant without needing to modify the Vagrantfile directly.

We could change the Vagrantfile to include another file (e.g. Vagrantfile-extra or similar).
Once this is done, we should add to the dev environment instructions a way to change the port that each box is run under, so that they don't conflict with each other.
