Opening of the Update Manager after having loaded the package lists

In the actual version of ubuntu, the update manager opens already, when he's loading the package lists ; I.e. when the update-manager is still not ready to install the recommended updates.
Wouldn't it be better, if the manager opens a few seconds later, when the package lists have loaded already, so the user could install the updates with a single click?
Actually one has to wait a few seconds, till the manager had loaded the package lists succesfully. In times of speed-business, this's a bit annoying.
