Always autostart applets

Current behavior: Applets will only start at login if the user opens the manager and toggles the appropriate setting. Furthermore, even if the user quits an applet, it will still continue to autostart until the autostart button is unchecked.

Problem: It's not clear why applets don't start at login (as with every other applet framework) and enabling autostart is confusing.

Solution: All applets that were running on logout should automatically start on login. If the user closes an applet then that applet shouldn't start at the next login.
