Optimize I/O in dual solver

Each time SpaceTimeFunction::eval is called from the icns dual solver two velocity fields are loaded. Since the number of samples are often less then the number of time steps, the same fields will be loaded over and over again. Causing a lot of MPI I/O calls that seems to choke lustre.
