Migrate from XmlRpcCS to XML-RPC.Net for XML-RPC support

Since the XmlRpcCS library (http://xmlrpccs.sourceforge.net/) is unmaintained and not available on the Compact .NET platform, we should move to CookComputing's XML-RPC.Net library (http://www.xml-rpc.net/).
