Proper UGR Metapackage

Initially, we just hacked together a metapackage. Now, it is getting difficult to keep them maintained, especially for Oneiric. We need to do it right going forward and to get accepted into Ubuntu.

Seeds are grown by the germinate package into a metapackage. The seeds contain lists of required packages, and everything else is automatically added in, compensating for changing system parts. The base linux seeds are provided by Ubuntu.

We need to get working seeds, and then the mechanism to update the metapackage. The x/lubuntu seeds and metapackages are good examples.
