Get ready for universe

For 1.0, UGR will be distributed in the Ubuntu Oneiric universe. There are some requirements we have to meet to get in there.
We're going to move everything, like maintainers, over to the Ubuntu requirements, since that's in our future anyways and maintaining separate branches is too complicated. We have to move fast, since we only have a few days to get in to Oneiric
