Add gnome-tweak-tool

Add gnome-tweak-tool in the default UGR install, as it allows the user to change many settings that currently do not have a gui available to change them. As gnome-tweak-tool is in the GNOME 3 team's PPA, it only needs to be added as a dependency in ugr-desktop-g3.
