Anonymous user tally package

Anonymous count of UGR users. Empty package that is used to trigger the Launchpad stats system when downloaded, and a server script to call the stats API. Launchpad requires a seldom-updated package to count accurately, which is the reason for a separate package.

Opt-out will not be possible, as Launchpad collects stats on all downloads, not just this. Everyone who downloads UGR has opted in.

We're not going to move ahead with this, as we cannot use this once we are in the Ubuntu universe. We may use this later on. The ugr-count package is in dev, but is not listed as a dependency. In the future, it should be merged into ugr-meta's source.

Actually, lets keep this around in dev channel, to track people using that. Source should be merged with ugr-meta
