Get ready for universe

UGR is going to be in universe for Oneiric. Cantarell needs to be one of the first parts in, since it is depended upon by other parts. We're going to move everything, like maintainers, over to the Ubuntu requirements, since that's in our future anyways and maintaining separate branches is too complicated. We have to move fast, since we only have a few days to get in to Oneiric
