UFC does not convey information about which domains need which coefficients

A form may have multiple terms defined with multiple coefficients and not all those coefficients may be needed on all domains.
Implications:
- Problematic with functions like FacetArea which are only properly defined on facets but will be evaluated also on cells if form contains both a cell and a facet integral
- Efficiency issue since all coefficients will be evaluated on each domain even if only one is needed
