Support for true constants

We need to refine how true constants, i.e. the current "Real" space of spatially independent values, are handled throughout the framework.
- Explicit handling in the dof_map and finite_element classes instead of throwing errors.
- Avoid filling of w[][] when there are many constant coefficients by splitting w[][] into fixed constants and varying fields, if there are performance benefits.
