Change logs for pacman source package in Oracular

pacman (10-20) unstable; urgency=medium

  * QA upload.

  * Added d/gbp.conf to enforce the use of pristine-tar.
  * Updated vcs in d/control to Salsa.
  * Updated Standards-Version from 4.6.0 to 4.7.0.
  * Switched to simpler dh build rules and enabled hardening.
  * Replaced obsolete build dependency libncurses5-dev with libncurses-dev.
  * Add xmkmf override to make build reproducible. (Closes: 1021466)

  * debian/control:
      - Added 'Rules-Requires-Root: no' to source stanza.
      - Bumped Standards-Version to 4.6.0.1.
      - Organized "Depends" alphabetically.
  * debian/copyright: Updated for format 1.0.
  * debian/menu: Removed because ".desktop" already exists.
  * debian/pacman.lintian-overrides: Created.
  * debian/patches/old-patches.patch: Created.
  * debian/rules:
      - Added "dh sequencer".
      - Removed comments and CFLAGS not util.
  * debian/source/format: Updated to 3.0 (quilt).
