Change logs for diffutils source package in Mantic

diffutils (1:3.8-4) unstable; urgency=medium

  * Update patch for loong64 support. Closes: #1029275.
  * Call makeinfo using --output option. This allows the package to be
    built with Texinfo 7. Thanks to Hilmar Preusse. Closes: #1030319.
  * Run wrap-and-sort.
