  * Switch to debhelper-compat level 13.

  * Declare compliance with Debian Policy 4.4.1.2 (No changes needed).

    - remove debian/compat.
  * debian/control:
    - Add Rules-Requires-Root: no.
  * debian/copyright:
    - Add 2019 to debian/*.
