Change logs for netcfg source package in Focal

netcfg (1.142ubuntu8) disco; urgency=medium

  * write_interfaces.c: Make sure ifupdown gets pulled in if someone preseeds
    netcfg/do_not_use_netplan=true; otherwise they would have config written
    but nothing to apply it at boot.
