Change logs for xvt source package in Bionic

xvt (2.1-20.3ubuntu2) zesty; urgency=medium

  * Use debhelper 9.
  * Bump dh compat to 9.
  * Add build-arch and build-indep targets.
  * Use dh_prep instead of dh_clean -k.
  * Update make clean to the latest stuff.
