Xdelta updates

Updating Ubuntu is cumbersome, to say the least. Bandwidth, though spreading, is not always available, and xdeltas are a system of only distributing differences between packages.
This reduces bandwidth consumption dramatically, and also download time.
SUSE already implements this system.
It seems that bsddiff could be a solution. Anyway, the point of this specification is making incremental updates possible, no matter in what manner.
