End-User Authored Desktop Widgets

In order for Edgy to showcase desktop sizzle and configurability, it would be very good if end-users could easily author (and publish) their own custom desktop widgets (and panel applets).
It would help if they were able to leverage entry-level skills in HTML and Javascript to do so, with Python being a 'next-level' option.
The main pieces to make this a reality are:
1) a framework
2) easy publishing
3) easy installation
Optionally, a simple authoring environment would be nice, but nothing more complex than gedit should actually be necessary.
A collection of basic UI graphics under a CC license would also be very nice.
