It's a problem when you need to download packages, that are needed to connect to the Internet.
I want to point that MOST Moscow & Petersburg internet providers use vpn for internet connections, often with static IP (!). Maybe this scheme is widely used in some other places.
So freshly installed system must allready have tools to connect to vpn even when static IP is used, because sometimes it is the ONLY way to connect!
