Use gcc generic tune

Gcc 4.2 added support for the flag -mtune=generic. This flag tunes the code to run good on both Intel and AMD CPUs, rather than just optimizing for a single architecture. Some distributions, like fedora, use it already.
Both 32bit and 64bit ubuntu would benefit from being built with this flag. Support for this flag could be added to ubuntu's gcc 4.1 with a patch.
