update skip ubuntu installer (if user haven't internet connection)

When i install ubuntu, i loose much time on waiting of security updates timeout.
I suppose, "skip updates chek" chekbox in ubuntu installer, may fix that problem.
P.S. I use internet over vpn tunnel.
With more comfort installer, in new LTS version!
