Add functionality to Update program for P2P downloading

With the growing size of the Ubuntu community, updates already starting to get painfully slow. If it hasn't been done already, there needs to be some sort of P2P update downloading process within the Update program. This should greatly improve download speeds and ensure less strain on the update servers.
