update-manager should present a dialog when the package database is locked for more than a short time

I may be experiencing bug https://bugs.launchpad.net/ubuntu/+source/update-manager/+bug/124387.

Anyway, I think that update-manager, instead of spinning endlessly while "waiting for other software manager..." should wait a while and then present a:
  "You have another package manager running, or the package database has a stale lock"
dialog which has three options:
  [Try Again] [Delete Lock] [Cancel]

It's pointless having update-manager spin forever waiting for stale locks to expire, and its not at all user friendly to make the user go to the terminal in the case of some program bug causing a stale lock.

Thoughts? I would happily implement this if people like the idea.
