Roll all of the various tools (and new ones) used to customize the gnome interface into a central UI

I think a huge headache for new users is the amount of time and education it takes to change the look/feel of Gnome. Themes are nice, but there isn't an easy way to fully customize a theme (e.g. color individual elements as apposed to "color schemes"). I think the following should be in the same UI:

*Theme Manager
*GnomeArt
*General UI Asthetic Settings (Panel Color, Nautilus Fonts, etc.)
*Beryl/Compiz Config
*Beryl/Compiz Themes should be wrapped into some universal form of Theme Manager
