INSTANT HELP!

Getting help with Ubuntu should be painless!!!

Goal: To make it easier to get and give Help with Ubuntu!

User Needing Help:
I click the "?" Instant Help icon on my panel and I am prompted to type in my question.
I type in my question and click [submit]
Within seconds a response appears..
I am able to review the response, try it, then click "Yes" or "No" to "Did this answer your question?".

User Giving Help:
I see an icon on my notification area alerting me someone needs help.
I click the icon to view the Question and click "Yes" or "No" to "Do you know the answer?"
After clicking "Yes" I am prompted to type in my Response and click "Submit".

Behind the scenes:
Instant Help icon (?) should only appear "active" (green?) if the person needing help is connected to the "help network" (online)
Helpers are awarded 1 point for every Question they answer correctly. (positive point total displayed / saved on server / acts as a status and small reward for assisting others)
Helpers also receive 1 point for every "incorrect" Question not accepted as an Answer to be used for Priority. (this point total should not be displayed to Helper)
Helpers with more points get priority and receive more questions insuring those who answer more "correct" questions, get more questions. (more importantly, users needing help get helped more efficiently)
Questions should be sent to X (10?) number of Helpers at a time, Helpers get X (5?) amount of seconds to "Accept" a question and attempt to answer. If 0 of 10 "Accepts" then question is shot to 10 more Helpers, and so on. 10 Helpers can submit Answers and each one will be read in 1 after the other as the user needing help clicks "No" to "Did this answer your question?"
After X (100?) amount of attempts for Help or X (10?) amount of "No's" are clicked because none of the Helpers could assist for whatever reason, an alternate help method is suggested with an option to rephrase the question and try again.
Helpers can enable and disable Helper System (set busy function)
Idle Helpers are not sent questions at all.
Help System will only send question to Helpers who speak the same language.
