Creation of a Ubuntu community jobs/tasks website

The idea is to create a place where all community tasks/jobs would be centralized.
Unlike http://www.ubuntu.com/community/participate, it would be more fine-grained, dynamic, and not limited to the Ubuntu teams tasks.
