Transparent Service Pack Maker
A tool to allow users and developers to make "service packs". A service pack is a collection of packages in a small repository along with a meta-package depending on all of the contents. The creating user can include any packages and their dependencies, whilst the installing user only needs to deal with the meta-package. Service packs can also depend on other service packs by making the meta-package depend on the other service pack's meta-package. This is useful for distributing, for example, games which may require additional libraries, or installing regular updates on top of each other on a machine with no network connection. This spec only covers the tool to make such packs. APT should have most/all of the needed features already.
