Tracking merge progress

During the Ubuntu 5.10 development cycle, some packages were never merged from Debian, and this went unnoticed until after the merge deadline. We should have a tool capable of reporting on overall progress of the merge effort, and monitor it closely during the merge period following UpstreamVersion
