Intergrate using bittorrent to upgrade ubuntu

Several people have suggested a series of steps to use bittorrent to upgrade ubuntu releases. For example:

This makes a lot of sense, it takes a lot of load of the servers, and saves download time. However the time to set this up almost destroys any time saved by the faster download. We should put an option in to automatically download the next distro using bittorent instead of standard channels, or even make it always use bittorent.
