Text-oriented PDF editor

It seems currently there no application is available to edit PDF document (changing text, adding passwords, etc.).
PdfEdit is available, but it has a graphical approach.
PdfMod is also available, but it allows to merge and split only.
In both of them no text-editing and access features are available.
I browsed forums and found no good solution.
