Teardown

Our current shutdown process is pretty much the reverse of our startup process, taking care to stop all the running daemons and free up memory, etc. It's all a bit pointless given the power's about to go out. This specification discusses reducing the shutdown process to only taking care to save any outstanding writes to the disk and tearing the machine down fast.

Approved by mdz, 2006-06-27. But surely this is more than one day of work?
keybuk 2006-07-20: Implemented as defined in the specification, there will be ongoing work of doing the same for each init script we encounter outside of the default install.
