syslog improvements

Investigate system logging, including extensions to syslog or alternatives.
Improvements we'd like include more distinct logging (per-daemon/job rather than just LOG_LOCAL0), buffering of log messages before a writable filesystem, possible network forwarding of jobs, etc.
