tool to open ports automatically

Ubuntu close all the ports by defaults, so all what I'm looking for is a built-in list updated in two ways:
1- Ubuntu company.
2- The user, can add the ports manually in the tool to be opened.

This tool will open the ports for any program installed need to be connected to the internet, for example transmission use the port 9090 by default so this tool will open the port 9090 automatically to be used.
I think symantec (Norton) and Bullguard Anti virus use this technology in there new firewalls.
