Server usability papercuts

10.04 being a LTS release, we need to establish processes helping us to focus on QA. The server papercuts project is part of these processes.

Some packages in main ship with bad default configurations, weird ways of enabling them or are altogether unfriendly. Most of the time the behavior is inherited from Debian and never questioned, while we should fix them so that they just work[tm]. Those server usability papercuts are usually low priority but are also low-hanging fruit, easy to fix.

The goal of this project is to have a process to nominate those bugs, validate them against a set of guidelines, and coming up with a bug list.
