Open Virtualization Format

OVF (Open Virtualization Format) is a packaging format for appliances and meta-data surrounding them. Ubuntu deals with appliances in at least the following ways:
- Eucalyptus (bundle and upload to it)
- uec-images.
- ec2-init (runs inside the image and consumes meta-data / customization data)
- appliance store
Changes to each of the above could:
a.) make ubuntu images more easily adopted where ovf support is present (vmware esx, virtualbox)
b.) make distribution and consumption of ubuntu images easier.

ttx - At this point UEC/EC2 don't support it, so we should spend our resources on other specs instead
