Package performance tests for all teams

When implementing some security features, there are concerns over the impact on performance. This is to discuss possible package tests that could be put forward by each Ubuntu team so the Security Team can provide feed-back on the effects of various security enhancements. Initially this would be geared toward the amd64 all-PIE build goal.

Just a side comment; while ASLR has obvious benefits, we're investigating some extreme-high-performance directions that require a constant address space layout (i.e., the layout must be the same from run to run).

I don't want to derail this discussion, but just wanted to point out that there will be software built specifically without PIE etc., for some time to come...
