rp-pppoe should be installed by default and have a GUI configuration frontend

Registered by GPLed

PPPoE is the most widely used method of connection here in my city. Other distros offer rp-pppoe by default. This is the only thing that keeps the locals in my city from using Ubuntu.

Also, the GUI frontend needs to be simple. For example see: http://www.raspppoe.com/ .
The RASPPPOE client on Windows provides querying pppoe servers as well as setting them up easily.
