Resizing window is not able to be placed

Currently you can resize a window so that and after the resize occurs, be unable to move the window because the title bar of the window is obscured by the top panel.

To gain re-size control back you must right click the window in the bottom panel and select resize or move.

From a usability stand point it would be nice if this did not occur.

Propose that a window being resized can not be re-sized past the top panel, this would eliminate the problem of windows not being able to be moved.

Note: This is true about the bottom panel as well, although the bottom panel obscuring a window does not effect the moving or re-sizing of the window, just that a part of the window is out of view.
