all utf-8 characters must be readable by default without installing more fonts

Last three versions of Ubuntu, have made people do more works to make any utf-8-character-support application such as Amarok, Kiten show the character without unreadable ones. I mean perfectly without more configuration or installing more fonts. I hope the Japanese word typed as 'kaeru' won't show unreadable characters in the next Ubuntu by default. Since that word is one of the simplest words in Japanese dictionary.
