Reboot with kexec when sane

This spec defines the use of kexec where we know the user does not want to see the boot loader. By using kexec, we can avoid the time needed for a system reset; BIOS POST; SCSI, RAID, or network boot rom; test for PXE, CD, or floppy boot media; display of the boot loader; and selection of the operating system.

Although this was declined for Edgy, the kexec system call has become more stable since and boot times are always a key point for the user. Should definitely be considered for Jaunty.
