Queue packages to be installed by admin

I am the admin on a multi-user account. One of the other users wants to install a package, but they don't have the admin rights. When they try to install a package they are given a notice saying "This install request has been queued for review by your system administrator. The package will be installed once your request is approved".

The next time the admin logs in he gets a message from the install-queue applet, "<user> has requested that you install <package>. Click the icon to review.".

The admin clicks the icon and is presented with a description of the package much like the Update Manager. They are then presented with two buttons "Install" or "Dismiss Request". "Dismiss Request" has an option to give a reason. When the user who requested the package next logs in they are either informed that the packages has been installed or are given the reason why it hasn't been.
