preinstalling libdvdcss2 for a better user friendliness.

Because most of today's dvds are encrypted, and an important part of ubuntu is it's user friendliness, I would like to suggest preinstalling libdvdcss2.
This will:
-Make it possible for users without an internet connection to watch dvds
-Make it easier for new user to get used to ubuntu

I cannot code so I will need to rely on somebody else to implement this function
