Power User Applet

It would be nice for Ubuntu to have a power user's configuration applet to configure PAM hacks (umask, limits, mkhomedir, tmpdir, one time pads), file system tweaks (tmpfs on /tmp), networking and VM tweaks (rfc1337, syn cookies, swappiness), and other things that could be adjusted but won't be made standard on Ubuntu. This would give a normal user the ability to make interesting changes with only a little technical knowledge and a few mouse clicks, instead of an in-depth understanding of the system and a large amount of /etc hacking.
