Power Capping Technologies (Green Computing)

Dynamic power capping technologies have recently emerged on several vendor's hardware platforms, including IBM and HP.

Userspace utilities are able to leverage BIOS and cpu technologies to "cap" power usages. This blueprint suggests that Ubuntu should package the relevant open source utilities and configure to sensible defaults.
